　2.The XYZ is to be informed of the details by the Association.

　「XYZは協会に依り詳細に就いて連絡されます」

　3.The details are to be notified to the XYZ by the Association.

　「詳細は協会に依りXYZに通知されます」

　4. The Association is to notify the details to the XYZ.

　「協会は詳細をXYZに通知します」

と、書かれています。be to は、to に導かれつつ、義務・予定・可能を表します。

　2.の英文は1.の動詞、inform の目的語 the XYZを主語とする能動態、 3. は動詞を notify とする受動態です。

　4.は、3.の主語 the details を目的語とする能動態です。
