「けれど、町の中では、其処には殆ど緑が無く、此のことは度々起こる」

　と、書かれています。

　ここで、挿入句、where there is little vegetation, ですが、この where は関係副詞と呼ばれるもので、where there is little vegetation の場合、 where を in which として in which there is little vegetation, と書き換えることも可能です。

　この which の先行詞は cities ですから、in cities の意味となり、まるで副詞句のようにみえます。それで関係副詞と呼ばれるのでしょう。此処では where の前にカンマがおかれていますので、 関係副詞の連続用法となります。
