此処で、rain or shine は whether it is rain or shine の省略と考えられ、意味は、例え雨であろうと晴れであろうと、となります。

また、

或いは

　２）The soccer game is to be opened whether it is rain or shine.

は、

　３）The soccer game will be opened rain or shine.

　４）The soccer game will be opened whether it is rain or shine.

と、表すこともできます。１）２）３）４）に共に受動態ですので、主語に they を立て能動態とすれば：

　５）They are to open the soccer game rain or shine.

　６）They are to open the soccer game whether it is rain or shine.

　７）They will open the soccer game rain or shine.

　８）They will open the soccer game whether it is rain or shine.

となります。此処で be to は 義務、予定、可能等を表すこと、また、whether it is rain or shine は whether it will be rain or shine とはならないことに注意を払うことが大切でしょう。
